The strategy also pays attention to so-called "internal threats," including Russophobia, distortion of history, actions of "unfriendly countries," and the risks of ethnic enclaves appearing. A key element of the strategy is the integration of the occupied areas of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions.
