Magyar's party proposes first constitutional amendments – to ensure Orbán never becomes Prime Minister again

The leading opposition party "Tisza" has submitted a proposal to amend the Constitution of Hungary. Specifically, the political force proposes limiting the Prime Minister's mandate to two terms. This was reported by Telex, according to UNN.

It is noted that two "Tisza" MPs – Márton Melletey-Barna and István Hantósi – submitted a proposal titled "Sixteenth Amendment to the Fundamental Law of Hungary," which includes the limitation of the Prime Minister's mandate. Currently, the law states that the Prime Minister is elected by Parliament upon the proposal of the President. Furthermore, the mandate is not limited, which is why former head of government Viktor Orbán has held the post of Prime Minister for decades.

A person who has already held the office of Prime Minister for a total of at least eight years – including breaks – cannot be elected Prime Minister. When calculating this eight-year period, all mandates after May 2, 1990, are taken into account

– the proposal states.

The "Tisza" proposal also provides for the creation of a constitutional basis for the liquidation of the Sovereignty Protection Office, established in 2023. This would be done by removing the section from the Fundamental Law which stipulates that "the protection of Hungary's constitutional identity and Christian culture is the duty of all state bodies," and that the protection of the country's constitutional identity is ensured by an independent body established by a special law.

Another point of the proposals concerns public interest asset management foundations performing public functions. In 2020, the parliamentary majority of Orbán's "Fidesz" party introduced a provision into the Fundamental Law that subsequently allowed for the transfer of a portion of Hungarian higher education institutions and other state entities into foundation management.
