During the exercises, two Marine Corps Osprey tiltrotor aircraft flew over the recently reopened U.S. Embassy and landed in the diplomatic mission's parking lot. After landing, military personnel disembarked from the aircraft.

The U.S. Embassy stated that such training is an essential part of maintaining the combat readiness of American forces both in Venezuela and in other regions of the world. Venezuelan authorities previously reported that the exercises would concern responses to medical or emergency situations.
Protests in Caracas
Some residents of Caracas gathered near the embassy to observe the exercises; however, protest actions also took place in the city. Demonstrators held posters and flags with slogans against the presence of the U.S. military.
The exercises took place nearly two months after the official reopening of the U.S. Embassy in Venezuela. The restoration of diplomatic relations became possible after the removal of former President Nicolás Maduro from power in early January.
